The Modernization/Development Department is responsible for construction administration for the Southern
Nevada Regional Housing Authority. The department oversees various funding programs and resources such as
Capital Fund Program (CFP), Neighborhood Stabilization Program (NSP) funds, American Recovery and
Reinvestment Act (ARRA), Mixed-Finance Public Housing, Choice Neighborhood Initiate (CNI), and Rental
Assistance Demonstration (RAD) to name a few, amounting to many millions of dollers a year.
The Modernization/Development staff performs construction management and construction inspection on various
levels of rehabilitation, including new construction, of the SNRHA’s public housing and affordable housing
stock. The Modernization/Development Department also coordinates the purchase of single family homes under
the NSP Program, as well as overseeing the required energy upgrades to those homes. The
Modernization/Development Department monitors contractor compliance to Davis Bacon Wage Determination Act
and assists in enforcing adherence to the agency’s Mandatory Section 3 Hiring requirements. In addition, the
Modernization/Development staff administers professional services contracts, including Architectural,
Engineering, Hazardous Materials Consulting and Abatement and submits special applications for
Demolition/Disposition and other grant funding, including Tax Credit submissions to the State of Nevada.
