About Rental Assistance Demonstration (RAD)

The Rental Assistance Demonstration was created in order to give public housing authorities (PHAs) a powerful tool to preserve and improve public housing properties and address the $26 billion dollar nationwide backlog of deferred maintenance. RAD also gives owners of three HUD "legacy" program (Rent Supplement, Rental Assistance Payment, and Section 8 Moderate Rehabilitation) the opportunity to enter into long-term contracts that facilitate the financing of improvements.

SNRHA Properties Under RAD Conversion Complete

Landsman Gardens
Under the Rental Assistance Demonstration the SNRHA converted in 2014 Landsman Gardens a 100-unit family public housing development in the Valley View neighborhood of Henderson, Nevada to Project Based Section 8. Landsman Gardens is the first FHA-financed project in the nation to close under the Rental Assistance Demonstration (RAD) program. Construction was completed December 2014 and 100% lease-up reached in March 2015.

Financing for Landsman Gardens includes tax-exempt bonds issued by the Nevada Housing Division and insured under the FHA 221(d)(4) mortgage guarantee program, equity from the sale of 4% Low Income Housing Tax Credits to PNC Real Estate, short-term tax-exempt bonds for construction from Citi Community Capital, public housing capital funds and operating reserves from the SNRHA, HUD HOME funds from the City of Henderson, Federal Home Loan Bank of San Francisco Affordable Housing Program (AHP) funds, sponsored by City National Bank and grant funds from Wells Fargo Housing Foundation.

The property renovations included comprehensive modernization of all the units, site upgrades and included upgrading the site and the on-site Administrative Building and Learning Center where the SNRHA and local service organizations will provide a variety of programs to residents such as after-school activities for youth, financial literacy, and resource referrals to nutrition and wellness programs.

Landsman Gardens is an important housing asset for the Las Vegas Valley that includes a complement of scarce two-, three-, four-, and five-bedroom units, serving large families. Through the RAD program, the development will be preserved in the long term for a new generation of families in need of decent, safe and affordable housing.

Biegger Estates
Biegger Estates RAD project entails the acquisition / rehabilitation of an existing 119-unit low-income family development located in Las Vegas, NV. The property was constructed in 1985 under the Federal Low-Income Public Housing program and is owned and operated by the Southern Nevada Regional Housing Authority (SNRHA). The property was awarded $1MIL in 2015 9% Low Income Housing Tax Credits for its substantial rehabilitation.

The SNRHA submitted March 2015 a RAD application for Biegger Estates and received a Conditional Housing Assistance Payment (CHAP) agreement July 2015. The RAD Conversion Commitment (RCC) was received March 2016. Financials closed in May 2016. Construction completion anticipated July 2017. The SNRHA self-developed this project

Biegger Estates is the fifth public housing preservation venture by the SNRHA and its non-profit subsidiary, Affordable Housing Program, Inc.

The project financing for Biegger Estates includes equity from the sale of 9% Low Income Housing Tax Credits issued through the Nevada Housing Division and operating funds and public housing capital funds from SNRHA.

The property renovations include comprehensive modernization of all 119 family units and complete site upgrades. The renovation work includes high energy-efficiency standards, as well as, water conservation measures in the units and site with extensive xeriscaping landscape. The work also includes upgrades to their community/administrative building which contains a multi-purpose room and warming kitchen, a computer lab, a library/reading area, exercise room, leasing office. The administrative building also contains space where the SNRHA and local supportive service organizations will provide a variety of programs to residents such as after-school activities for youth, financial literacy, resource referrals to nutrition / wellness programs and to promote self-sufficiency.

Rose Gardens
Rose Gardens Senior Apartments RAD project entails the new construction of a 120-unit affordable senior housing development on a site across the street from the existing location and the subsequent demolition of an existing 120-unit public elderly housing development located in North Las Vegas, Nevada. The current property was constructed in 1975 under the Federal Low- Income Public Housing program and is owned and operated by the Southern Nevada Regional Housing Authority (SNRHA).

In March 2015 the SNRHA submitted a RAD application for Rose Gardens and received a CHAP agreement in July 2015. The SNRHA submitted in July 2016 a Bond/4% Tax Credit Application for the Re-development of all 120 units. Financing closing is anticipated early 2017 with a construction completion early 2018. The SNRHA is partnering with Nevada HAND for this project.

Rose Gardens is the seventh public housing preservation venture by the SNRHA and its non-profit subsidiary, Affordable Housing Program, Inc

The new project will consist of 102 one- bed/one-bath units (approx. 600 SF) and 18 two-bed/one-bath units (approx. 775 SF) and will be built on the former Casa Rosa public housing site, which is across the street from Rose Gardens. The new project will consist of one three-story residential elevator building on a 2.75 acre site. The units will be built to high energy-efficiency standards, and will include high efficiency heating and cooling equipment, EnergyStar appliances, low-E argon thermal pane windows, high R- value wall and attic insulation, ceiling fans, and automatic timer thermostat controls. The development will also promote water conservation with extensive xeriscaping landscaping. The project will also contain a single story community/administrative building containing a large multi-purpose room and warming kitchen, classrooms, a computer lab, a library/reading room, leasing office, and space for supportive service providers. The grounds will contain courtyards and patio areas with picnic tables and barbecues.

Financing for Rose Gardens includes tax-exempt bonds issued by the Nevada Housing Division, equity from the sale of 4% Low Income Housing Tax Credits, public housing capital funds and operating reserves from the SNRHA, HUD HOME funds from Clark County and the City of North Las Vegas, State of Nevada Division of Housing Growing Affordable Housing Program (GAHP) and Conventional Financing.

Vera Johnson Manor "B" Mixed-Finance project entails the acquisition / rehabilitation of an existing 112-unit low-income family development located in Las Vegas, NV. The property was constructed in 1984 under the Federal Low-Income Public Housing program and is owned and operated by the Southern Nevada Regional Housing Authority (SNRHA). The property was awarded $1MIL in 2014 9% Low Income Housing Tax Credits and $1MIL in HOME Funds for its substantial rehabilitation.

The SNRHA submitted December 2013 a RAD application for Vera Johnson Manor B (AMP 314) anticipating a Conditional Housing Assistance Payment (CHAP) agreement issuance by January 2014. However; the CHAP was received April 2015. In an effort to preserve the HOME Funds and Tax Credit Allocations, the SNRHA proceeded with a Mixed Finance Proposal as an Interim Plan for closing mid-April, 2015. Construction was completed May 2016 with a RAD conversion anticipated October 2016. The SNRHA is partnering with Nevada HAND for this project

The project financing for Vera Johnson Manor B includes equity from the sale of 9% Low Income Housing Tax Credits issued through the Nevada Housing Division, public housing capital funds from SNRHA and HOME funds from City of Las Vegas.

The property renovations included comprehensive modernization of all 112 family units [104 Public Housing Units plus 8 HOME Units] and complete site upgrades. The comprehensive modernization work included high energy-efficiency standards, high efficiency heating and cooling equipment, EnergyStar appliances, low-E argon thermal pane windows, high R- value wall and attic insulation, ceiling fans, and automatic timer thermostat controls. The development also promotes water conservation with extensive xeriscaping landscape. The work also included the construction of a new single story community/administrative building containing a large multi-purpose room and warming kitchen, classrooms, a computer lab, a library/reading room, leasing office, and space for supportive service providers where the SNRHA and local service organizations will provide a variety of programs to residents such as after-school activities for youth, financial literacy, and resource referrals to nutrition and wellness programs.

Otto Mérida Desert Villas is a new 60-unit affordable family development located on East Charleston Blvd. at the intersection of Interstate 95 in Las Vegas. All of the units at Otto Mérida Desert Villas are set aside as incentive housing for current public housing residents who are working, going to school, or taking part in other economic self-sufficiency efforts. Otto Mérida Desert Villas located in Ward 3 consists of 27-two bedroom, 30 three-bedroom and 3 four-bedroom detached single-family and duplex rental units, each with its own one-car garage, organized on an 8-acre site. The development includes a Clubhouse and many outdoor activities. The low-density design mirrors ownership housing in the surrounding neighborhood and redefines the image of public housing in Las Vegas. Espinoza Terrace is a Public Housing development for seniors. This community has 100 units including: 60 - efficiency units, 36 - one bedroom units, and 4 - two bedroom units. This property opened in 1973 and was the first public housing development for seniors. It was named in honor of Art Espinoza, former Board Chairman and Vice Chairman. The walk-in units feature air conditioning, carpet, security screens, emergency call button in the bathrooms, and patio/sitting areas in the courtyards. The well-lighted property has handicapped parking, wide open green areas with mature landscaping, paved walk-ways, barbeque pit areas, a laundry facility and an on-site beauty shop. Small pets are also accepted. This Henderson property is located on the RTC fixed route bus system. A special Henderson route (#702) is available on Monday and Thursday designed to meet weekly shopping needs. The Fremont Medical Center is located down the street and St. Rose Domincan Hospital is also in close proximity. There is a large community room with a ping-pong table, piano, shuffleboard, kitchen area, library with books and puzzles. A very active Resident Council coordinates various events such as bingo games, potlucks and a newsletter. The property is located east of Boulder Hwy, south of Lake Mead Drive at Van Wagenen. Schaffer Heights is a Public Housing Development residents. This community has 75 units including: 70 - one bedroom units - 546 Sq. Ft., and 5 - two bedroom units - 597 Sq. Ft. The air-conditioned units feature a living room, dining area, kitchen, spacious bedroom and large closets. A laundry facility and recreation room are located onsite. The site opened in 1983 and was named in honor of Commisioner Gerald Schaffer. In 1989, Schaffer Heights received National and Regional "Project Design Awards" from National Association of Housing and Redevelopment Officials. The excellent centralized location, just north of Desert Inn off of Pecos McLeod, offers easy access to the Boulevard Mall, grocery stores, drug stores, banks, hospitals, and bus routes. This property was acquired in 1977 and was named in honor of W.R. (Bob) Hampton, former Henderson Mayor and Authority Board Chairman and Vice Chairman. The walk-up units feature security screen doors, laundry hook-ups, evaporative coolers, storage areas and new stairways.
