COVID-19 Update 04/14/2020: Letter From Our Executive Director.

Dear Citizens of Southern Nevada,

The Southern Nevada Regional Housing Authority, with subsidized funding from the U.S. Department of Housing Urban Development (HUD), administers 2,000 Public Housing units and 12,000 Housing Choice Vouchers for residents to live throughout Clark County, NV. Our agency also manages 1,200 non-Federal subsidized Affordable Housing units to assist families.

We understand this is a difficult time for you and your families, as many of you have lost income and are in fear of becoming homeless. Although the housing authority is currently limited and restricted in the use of its Federal- funded resources, we are working collaboratively with our Nevada Congressional Delegation, to receive 24-months of emergency supplemental funding from the Federal government that will allow our agency to increase the capacity of our Housing Choice Voucher program temporarily for two years.

However, currently the combined waiting list for all of our subsidized housing programs has more than 60,000 individuals or families seeking assistance. In August 2019, we closed the waiting list for these programs because of low turnover and a lack of increased funding from the Federal government that would allow us to assist more families.

As a result, the Southern Nevada Regional Housing is only accepting a limited number of applications from Veterans. If you are Veteran that wishes to apply for housing at one of our communities, you should contact our Admissions and Eligibility Department, through our Call Center, starting on Monday, May 11 at 702-477-3100. We are expecting to receive a high volume of calls for several months once we reopen, so please be patient with our response time.

Also, our agency suggests that individuals experiencing or at-risk of homelessness contact the Southern Nevada Help Hope Home at 702-455-5832 or helphopehome@clarkcountynv.gov. This collaborative regional effort connects you with nonprofit providers of emergency housing services.

If you are seeking emergency rental assistance, you should contact the United Way of Southern Nevada at 702-892-2300 or infor@uwsn.org, or the Economic Opportunity Board at 702-445-7105 or info@eobcapsnv.org. The Southern Nevada Regional Housing Authority does not offer emergency rental assistance.

As a reminder to our Public Housing residents and HCV participants, HUD authorized Public Housing Authorities (PHAs) and directed Section 8 landlords to implement a moratorium on rent collection for 120-days that covers the period of April 1 – July 31, 2020. This moratorium is not a waiver of rent payment obligations for those four months but is a period of reprieve to assist families that have lost income as a result of the COVID-19 pandemic. However, if a family is capable of paying their rent, they should continue to honor their lease terms. All Section 8 landlords will continue to receive their HAP contract payments as normal.

For families that reside in our Public Housing communities, who are unable to pay their rents, we will offer 3, 6, 9, or 12-month arrearage payment plans. However, our Housing Choice Voucher (HCV) participants will need to arrange a court reviewed repayment plan in conjunction with their Section 8 landlord. The Southern Nevada Regional Housing Authority (SNRHA), through our General Counsel, will work closely with Nevada Legal Services and the Nevada courts to ensure our HCV participants are well represented during this process. It will be the recommendation of SNRHA, to the Nevada Courts, that HCV participants be allowed to enter into a six-month arrearage repayment plan between September 1, 2020 – February 28, 2021.

The families and business that lease properties from our non-Federal subsidized portfolio will have a 60-day moratorium on lease payments from April 1 through May 31, 2020. After this period, these tenants will be offered 3, 4, or 6-month arrear payment plans.

Our agency will open for limited operations Tue., April 28 - Thur., May 7, to address health and safety, emergency and urgent work orders for our Public and Affordable Housing residents, resolve critical housing needs of HCV participants and recalibrate our operations to deliver some services virtually.

The Southern Nevada Regional Housing Authority will fully reopen on Monday, May 11, practicing CDC recommended social distancing guidelines and OSHA personal protective equipment use. This may require a limitation on the number of clients to enter our Administrative Building located at 340 N 11th Street, the HCV building at 380 N 11th Street, and our Admissions and Eligibility office at 5390 East Flamingo Road. Or, clients will be asked to set-up appointments using a virtual meeting platform.
